ADR-0003: Work ownership model ​

Decision ​
- Larger changes are split into a contracts change and parallel implementation changes.
- The maintainers own
packages/shared-types, root configuration (package.json,pnpm-workspace.yaml,turbo.json,tsconfig.base.json,pnpm-lock.yaml,.github/) and ADRs, unless explicitly delegated. - Contracts land first: zod schemas and types, interface stubs, migration skeletons, queue names and fixtures. Implementation changes build against them and do not change them.
- Implementation changes modify only their assigned paths. Dependency and contract changes are requested from the maintainers, who apply them and regenerate the lockfile.
- Merge order: contracts, implementation changes, integration commit.
